Professional Activities
Mr. Conger is a leader of the actuarial profession. He is a Past President of the Casualty Actuarial Society (CAS), and also served the CAS as Chairman of the Board, as Vice President-Administration, as Vice President-International and as an elected Board member. Mr. Conger currently serves as International Ambassador for the CAS.
Mr. Conger served as Chair of the Organizing Committee of the 2014 International Congress of Actuaries in Washington, DC. He serves on several committees of the International Actuarial Association, including Strategic Planning, Nominations, and Advice & Assistance.
Mr. Conger has chaired and served on numerous CAS committees over the years, and he is a past president of Casualty Actuaries of New England and of the Casualty Actuaries of the Southeast, a CAS regional affiliate he helped found. Mr. Conger also served on the Board of Directors of the American Academy of Actuaries; and served two terms on the Board of Trustees of The Actuarial Foundation, and as chair of the Foundation’s Diversity Scholarship Committee.
Credentials, Publications, Honors and Education
Mr. Conger is a Fellow of the Casualty Actuarial Society, and a Member of the American Academy of Actuaries.
Mr. Conger is an Honorary Fellow of the UK Institute of Actuaries, and a Membre d’Honneur of the French Institue des Actuaires.
He is the author of various articles and professional papers, and a speaker at insurance industry forums. He co-authored “Estimating ULAE Liabilities: Rediscovering and Expanding Kittel’s Approach,” which was the winner of the 2003 James C.H. Anderson Award for the advancement of current actuarial practice.
Mr. Conger has a B.A., with honors, in economics and mathematics from Amherst College (Massachusetts, USA, 1975).
Employment
Mr. Conger has served as an actuarial consultant with Towers Watson and its predecessor firms since 1986. Mr. Conger’s consulting practice covers the range of issues facing property/casualty insurers, with particular expertise in the area of workers’ compensation. He has assisted clients with pricing, reserving, operational reviews, financial analysis, reinsurance structures, mergers and acquisitions, strategy, actuarial organization and staffing, and litigation involving business and regulatory issues. Mr. Conger has served as a Professional Standards Officer for the firm, as a manager of the Midwest Region, and as a leader of the firm’s property/casualty insurance industry practice.
Mr. Conger began his actuarial career at American Mutual Insurance Companies in Boston, where he focused on property/casualty pricing and loss reserving; and the Massachusetts Rating Bureaus, where he conducted, and testified about, numerous analyses relating to workers compensation and auto insurance.

Executive Director
Casualty Actuarial Society
Cynthia Ziegler is the Executive Director of the Casualty Actuarial Society (CAS). She joined the CAS as Executive Director in 2001, and has over 25 years of experience with four non-profit organizations, all within the property-casualty insurance discipline. Prior to joining CAS, she worked for The Independent Insurance Agents of North Carolina, The Professional Insurance Agents of New England, and the Chartered Property Casualty Underwriters Society. Ms. Ziegler holds a BA in English/French from Lake Erie College and an MBA from West Chester University. She has earned the CPCU, ARM, AAI and CAE professional credentials. In addition to her role as Executive Director, she is a member of the CAS Executive Council and Executive Leadership Group, and serves as Secretary and Treasurer for the organization.
主讲人:Michael Chou, MEng, LRPS
International Relations Manager
Casualty Actuarial Society
Michael is the International Relations Manager of the Casualty Actuarial Society. He joined CAS in 2014 to help promote the Society’s initiatives in Asia.
Prior to his current role in Hong Kong, he had lived in London for about eight years and had most recently been working as an entrepreneur. He also had experiences in the Finance, Telecom, and Media sector from both cities.
Michael holds a B.S. in Computer Systems Engineering and a MEng in Industrial and Management Engineering from Rensselaer Polytechnic Institute in New York. He was not aware of his interests in some of the traditional actuarial disciplines, until when being introduced to engineering mathematics and process modelling, which could have allowed him to join the actuarial profession in a parallel universe. He now has the pleasure and privilege of serving the CAS community, and still practices applied statistics regularly on personal finance and investments.
