讲座摘要:Can shortening primary school duration improve human capital in resource-scarce settings? This paper examines China's 1950s-60s reform that reduced primary school from six to five years. Exploiting staggered county-level rollout, we find that duration reduction increased primary completion by 40%, raised total schooling by 0.6 years, and improved adult cognitive skills by 0.2 standard deviations, household income by 20%, and financial assets by 35%. We develop a model showing that under voluntary enrollment and binding household constraints, reducing credential requirements lowers barriers to completion, with effects concentrated in the poorest provinces. These results highlight that when household constraints bind tightly, reducing barriers to credential completion can enhance educational attainment and adult outcomes.
